How is a 'tough' gel different from a standard gel?

Does 3-4207 need a primer?
Dow describes it as having conditional primerless adhesion, meaning it can adhere without a separate primer under suitable conditions. However, because tough gels may lose adhesion under certain conditions, Dow recommends full environmental exposure testing for demanding applications to confirm the bond holds up in service.
